In response to the recent outbreak of COVID-19, the government has encouraged all organizations including public organizations to support teleworking of their employees. However, correctional officers, due to the unique nature of their tasks, have not actively engaged in the current trend. Nevertheless, the correctional institutions in the western society, such as in the U.S., have implemented the teleworking policy. This study aims at learning from the teleworking experience of the U.S. Bureau of Prisons. We tested what factors leading to teleworking of the employees in the bureau. The results indicate that those employees in the bureau, who are prepared to deal with the potential security threats, share the job-related information with their colleagues effectively, and communicate frequently the goals of organizations with their managers, tend to likely telework. The implications for the Korean correctional management are discussed.

최근 발생한 코로나-19의 발발과 함께 정부는 방역정책의 일환으로 재택근무를 지원하고 있지만, 교정기관의 경우 업무의 특성상 재택근무를 광범위하게 실시하기에는 많은 제약이 따른다. 그럼에도 불구하고, 미국 연방교정국에서는 일부 교정공무원들에 대하여 재택근무 제도를 실시해 오고 있는데, 본 연구에서는 미국 연방교정공무원의 재택근무 참여 및 만족도에 영향을 미치는 요인을 살펴봄으로서, 향후 우리나라 교정 기관에 주는 시사점을 도출하고자 하였다. 미국 연방교정국의 공무원들을 대상으로 조사한 설문을 분석한 결과는 다음과 같다. 첫째, 평소 정보보안 위협에 대처하기 위한 준비가 잘 되어 있는 교정공무원의 경우 높은 수준의 재택근무 참여율 및 만족수준을 보여주었다. 둘째, 동료와 업무정보에 관한 수평적 의사소통이 원활한 교정공무원일수록 재택근무 참여율이 높은 것으로 나타났다. 셋째, 상사와 업무목적에 관한 수직적 의사 소통이 원활한 교정공무원일수록 재택근무에 대한 만족도가 높은 것으로 밝혀졌다.
