Suggestions for Temporary Release, Video System from Prison based upon the Smart Phone and GPS
Abstract
The purpose of this study is to explore the feasibility of temporary release from prison based on GPS(Global Positioning System) and video counselling, medical care, and video interview involving smart phone devices.
In order to examine the feasibility, the study administrated a questionnaire survey to 270 male prisoners in five facilities and 95 female prisoners in one female-only correctional facility.
The survey results showed that the majority of the male and female respondents answered positively to the temporary release from prison based on GPS and video counselling involving smart phone device.
The study suggests that correctional authorities are recommended to implement these two policies for the general welfare of the inmates. Video counselling on smart phone devices might cause many legal and practical controversies, so complementary measures need to be devised for better smart phone interviewing.
Video medical care should also be improved to assure better ways than the current methods.
All these practical efforts will bring more benefits to prisoners in correctional facilities, and much more contributions will be made to the prisoners’ correction and socialization and their restoration to the family, which are the real goals of correctional activities.

스마트 폰과 GPS를 이용한 귀휴, 화상상담･의료･접견 활성화를 위한 실천 가능성 검토
초록
외부교통권은 교정･교화, 가족관계회복에 많은 영향을 미치고 있지만 다양한 이유로 활성화가 되지 못하고 있는 실정이다. 이로 인해 교정･교화, 가족관계회복, 사회부 적응으로 또 다시 재범으로 이어지는 악순환의 연결고리가 끊어지지 않고 있으므로 이를 해결할 필요가 있다. 외부교통권 중 가장 실시율이 낮은 귀휴제도는 도주 가능성 때문에 실시를 꺼려하고 있는 실정이다. 화상상담은 현재 수용자들의 스트레스나 애로사항에 필수적인데도 불구하고 실시하지 않고 있다. 화상의료는 설비가 갖추어지지 않은 교정시설도 많고, 시간적 제약 때문에 활성화가 되지 못하고 있는 실정이다. 화상접견(스마트 접견)은 현 실시방법상 문제점이 많고, 이로 인해 다수의 수형자가 불만을 토로하고 있는 실정 이다. 따라서 기존의 이론적 연구와 남자수형자 270명, 여자 수형자 85명 총 355명의 설문조사를 통한 실증적 선행연구를 바탕으로 해결방안을 모색하고, 이에 대한 종합적인 검토를 통해 위치추적시스템(Global Positioning System: GPS)를 통한 귀휴제도, 스마트 폰을 이용한 화상상담, 화상의료의 실천가능성 여부와 스마트 접견의 방법을 좀 더 진보적인 방법으로 변경 가능성 여부를 제언하는 것이다. 종합적인 검토 결과 GPS를 이용한 귀휴제도 및 스마트 폰을 이용한 화상제도 실시 에 대해 대다수의 남녀수형자가 긍정적인 답변을 하고 있으므로 현 시점에서 교정당 국이 실시를 검토해 볼 필요가 있다. 만약 교정당국에서 실시를 한다면 많은 수형자가 혜택을 볼 수 있으며, 교정의 궁극적 목표인 교정･교화 및 가족관계회복에도 많은 도 움을 줄 수 있을 것이다.
